Manila Water Philippine Ventures

Manila Water formalized its joint venture agreement with the Calasiao Water District for a 25-year project that will improve and expand the provision of water supply in the municipality of Calasiao in Pangasinan.

The public-private partnership (PPP) is set to undertake the development, financing, design, engineering, construction, upgrade, testing, commissioning, operation, management, and maintenance of the water facilities within the service areas of the water district, with the first few years initially focusing on the rehabilitation of the water district’s existing water system.

The joint venture is expected to serve more than 95,000 people of 24 barangays.

Clark Water Corporation ("Clark Water"), a wholly-owned subsidiary of Manila Water Company, is the sole provider of water and wastewater services within the 4,400 hectare Clark Freeport Zone located in the province of Pampanga with a sub-zone covering a larger land area of 27,600 hectares. Clark Water holds a 40-year concession until 2040 to provide water and wastewater services.

Clark Water took over in October 2000 by virtue of a 25-year concession contract between Vivendi Water Philippines and Clark Development Corporation, the government arm tasked to handle the development, management and operation of the Clark Special Economic Zone and the Clark Freeport Zone. Under the concession agreement, the company is mandated to finance, rehabilitate, expand, operate, maintain and manage the existing and new water and wastewater facilities to service its customers.

On November 29, 2011, Manila Water acquired 100 percent of Clark Water Corporation, signing a sale and purchase agreement with Veolia Water Philippines Inc. (VWPI), Philippine Water Holdings Company Inc. (PWHI), and Veolia Eau-Compagnie Generale Des Eaux. By virtue of an amendment agreement executed in August 2014, the 25-year concession agreement of CWC with CDC was extended by another fifteen years or until October 1, 2040. 

As a redevelopment of the former Clark Air Base, Clark Freeport Zone continues to transform into an airport-driven urban center catering to high-end IT enabled industries, aviation and logistics companies, real estate and tourism. Clark Water remains committed to deliver on its commitments on water source development, and construction of water treatment and wastewater treatment plants, sewer lines and pumping stations. This will ensure that residents and tourists are provided with clean and potable drinking water, and industries have adequate water supply for operations and manufacturing, that should support business growth in the area.

Bulacan Water Development Corporation

MWPV signed an Asset Purchase Agreement with Asian Land Strategies Corporation, one of the largest real estate developers in Bulacan province, for the provision of water and wastewater services in the latter’s 10 residential subdivisions in Bulacan. This partnership supports Manila Water’s first foothold in the province. In the early part of 2017, Asian Land turned over the operations and management of the water supply facilities of its seven subdivisions in the municipalities of Pulilan, San Ildefonso, Sta. Maria, and in the city of Malolos.

Obando

In 2017, MWPV received a Notice of Award from Obando Water District (OWD) for the implementation of a joint venture project to rehabilitate, operate and manage the water supply system, and provide water and sanitation services in the Municipality of Obando in the province of Bulacan for a period of 25 years. With a population of around 60,000, of which 9 barangays out of 11 are currently covered by the water utility, the average daily demand in OWD’s service area is expected to grow in the latter years of the contract until 2041. Capital investments for the project will focus on network rehabilitation and expansion to improve water supply coverage, availability and pressure.

Laguna AAAWater Corporation ("Laguna Water") is a joint venture company between Manila Water Philippine Ventures, Inc. (formerly "AAA Water Corporation") and the Province of Laguna which was incorporated on December 13, 2001. 

The entry of Manila Water in the Province of Laguna in 2009 stemmed from its takeover of the operations of the Provincial Government’s Cabuyao, Santa Rosa, Biňan Waterworks after the latter sought the assistance of the private sector to finally solve the problems on access to a reliable, affordable and safe water supply in the cities of Biňan, Santa Rosa and Cabuyao.

Under the terms of the concession agreement, Laguna Water was granted (as contractor and as agent for the exercise of certain rights in Laguna) the sole and exclusive right and discretion during the concession period to manage, occupy, operate, repair, maintain, decommission and refurbish the identified facilities required to provide water services to the service areas for an operational period of 25 years.

The concession agreement has since been amended to expand the territorial scope of its water supply services from the original three cities to all cities and municipalities of the Province of Laguna. The amendment likewise included the provision of wastewater services and the establishment of an integrated sewage and septage system in the province. 

Since 2009, Laguna water has developed an efficient water infrastructure that supports its increasing customer base which has grown significantly over the years. The increase in water availability is attributed partly to the significant drop in water system losses as a result of a massive pipe replacement program and the application of state-of-the-art leak detection technology. Laguna Water also expanded and upgraded its water supply system through the Laguna Well Field which is one of the largest groundwater facilities in the country. The facility is a centralized water system that has the capacity to supply 100 million liters of water per day. It consists of 20 deep wells and four water reservoirs. This is a significant investment to ensure that there is enough water source to supply the growing demand of the Laguna concession. Laguna Water is also gearing up to provide wastewater and sanitation services in the whole Province of Laguna through a sewage treatment plant and septage facility.

Responding to the needs of a top Philippine island attraction with a bustling tourism industry, Boracay Island Water Company, Inc. (“Boracay Water”) started operations in 2009 through the partnership of Manila Water Philippine Ventures and the Tourism Infrastructure and Enterprises Zone Authority (TIEZA), formerly the Philippine Tourism Authority (PTA). MWPV and TIEZA formally entered into a joint venture agreement for the operation, management and expansion of the facilities of Boracay Water and Sewerage System, the entity which used to be managed and operated by the TIEZA, for a period of 25 years, renewable for another 25 years.

Boracay Water assumed operation on January 1, 2010 and began the daunting task of rehabilitating the island’s water and wastewater infrastructure, with the goal of contributing to a sustainable environment and contributing to the economic development of the island. Since the start of its operations, Boracay Water has made significant improvements in the provision of water and wastewater services in the island. The company now provides 100 percent water service coverage supplying safe, reliable, and potable water straight from the tap. Boracay Water has laid transmission and distribution lines, including the installation of a submarine pipe, bringing water to all barangays in the island.

Boracay Water is the community’s partner in ensuring that tourism’s environmental impact is managed. Through investments in sewage and sanitation, Boracay Water fulfills the company’s commitment to safeguarding health and safety, as  well as in protecting the environment. Boracay Water rehabilitated the Balabag Sewage Treatment Plant (STP) four years ahead of target, and doubled its treatment capacity. From 2.6 million liters a day (MLD), the STP now treats 6.5 MLD and complies with the discharge standards set by the Department of Environment and Natural Resources (DENR).

In 2016, Boracay Water inaugurated the Manocmanoc STP, a P570-million wastewater facility which increases the wastewater service coverage to 61 percent in the island, collecting wastewater from households and establishments. These infrastructures assure both Boracay’s residents and tourists of a clean and healthy environment to live in and enjoy.

The company is set to implement its comprehensive infrastructure development plan in water and wastewater facilities to reach underserved and unserved areas of the island while ensuring the island’s sustainability by adhering to best practices in sustainable development.

The Cebu Manila Water Development, Inc. ("CMWD") is a joint investment agreement between the Manila Water Consortium and the Provincial Government of Cebu (PGC), with shareholdings of 51 percent and 49 percent, respectively.

The Manila Water Consortium, composed of Manila Water Company, Inc., Metro Pacific Water Investments, Corp., and Vicsal Development Company, Inc., entered into an agreement with the PGC to develop, operate and maintain the bulk water supply system that will supply 35 million liter of water per day to target cities and municipalities in the central and northern portions of the province, where only less than 50 percent was previously served. The term of the agreement is 30 years starting in March 2012, renewable for another 25 years. 

On December 13, 2013, CMWD received a Notice of Award for the bulk water supply to the Metropolitan Cebu Water District (MCWD). CMWD has started its commercial operations following the delivery of an initial 18 million liters of water per day (MLD) starting in January 2015 and it is set to increase its bulk water delivery to 35 MLD by 2016. The bulk water supply project is expected to augment the delivery of water services in other areas covered by MCWD. 

The Cebu bulk water supply project is the first in the province to utilize a large-scale sustainable surface water source from Luyang River of the municipality of Carmen, Cebu. It is expected to improve the current groundwater condition in the province which has deteriorated due to over-abstraction from excessive use of deepwells. 

CMWD has identified other bulk water and distribution opportunities that will sustain its operation.

In 2015, Davao Del Norte Water Infrastructure Company, Inc. (Davao Norte Water), a consortium of Manila Water and iWater, Inc., formalized a joint venture agreement with the Tagum City Water District for a 15-year water project that will supply an additional 38 million liters of water per day (MLD) to Tagum City.

The public-private partnership will undertake the construction of a bulk water supply system for Tagum that includes an intake structure through river bank filtration, a water treatment plant, transmission pipeline, and a water reservoir starting 2016. The project is expected to deliver 26 million liters per day (MLD) within the first to third year after commissioning in 2018, 32 MLD within the sixth year, and 38 MLD on the succeeding years until reaching the fifteenth year of delivery.

Currently, the city sources its supply from groundwater through production wells. The Tagum Water District maintains and operates nine pumping stations as part of its supply system.

Estate Water, created in 2015 as a division of MWPV, is a new business model that delivers water and wastewater services to leading property developers. With barely one year of operations, Estate Water has established itself as a best-in-class and efficient service provider as it leverages on its experience of operating large concessions.

Estate Water’s first partnership was with Ayala Land, Inc. In January 2016, it signed an agreement with Ayala Land for the exclusive provision of water and wastewater services to all its horizontal developments nationwide, making Estate Water the preferred full-service private operator in greenfield and brownfield developments identified by Ayala Land. 

In December 2016, Estate Water signed a Memorandum of Agreement with the SM Group comprised of SSM Prime Holdings, SM Development Corporation and SM Residences, for the provision of water and/or wastewater services and facilities. The initial agreement covers five horizontal projects across Luzon in the provinces of Batangas, Cavite, Bulacan, Pampanga and Nueva Ecija.
