Cecilia T. Cruzabra
Ms. Cruzabra joined Manila Water Company on November 1, 2018. She provides operational and strategic support to the organization through her supervision of the Corporate Finance and Strategy Group.
She is part of the Senior Leadership Team of Manila Water. She is a member of the Board of Directors of Manila Water Philippine Ventures, Inc., Boracay Island Water Company, Inc., Clark Water Corporation, Filipinas Water Holdings Corp., Laguna AAAWater Corporation, Manila Water Consortium, Inc., Manila Water Asia Pacific Pte. Ltd., Manila Water South Asia Holdings Pte. Ltd., Manila South East Asia Water Holdings Pte. Ltd., Manila Water Thailand Holdings Pte. Ltd., Thu Duc Water Holdings Pte. Ltd., Kenh Dong Water Holdings Pte. Ltd., and Manila Water (Thailand) Co. She is also the Chief Finance Officer and Treasurer of Clark Water Corporation.
Ms. Cruzabra’s work experience spans 32 years. She started her career in 1986, teaching Economics at the Ateneo de Manila University and as a Research Analyst in Makati Business Club then as an Investment Analyst in Sun Hung Kai Securities, Philippines. In 1990, she started deepening her career in Finance when she moved to Metro Pacific Corporation (MPIC) as a Management Trainee in Finance. There she was given on-the-job training in Treasury, Capital Budgeting, Budget, Cost Accounting System. After two years with MPIC, Ms. Cruzabra took on bigger responsibility at Steniel Manufacturing Corporation where she held the position of Treasurer, Financial Planning and Investor Relations (IR) Head of the company and Head of Finance for Subsidiaries. For six years, she led the IR and Treasury functions of the company where she had very good exposure in treasury operations, fund raising, deals structuring, investor relations and strategy development.
From 1997 to 2006, Ms. Cruzabra moved to Globe Telecom, Inc. as Head of Treasury and Enterprise-Wide Risk Management. Ms. Cruzabra spearheaded fund-raising for expansion programs of the company and its subsidiaries. She also assisted the CFO in the review of the company’s capital structure and in equity issuance and exercise (PDRs, warrants, buy-backs, etc.). She also handled liability management and set-up of foreign exchange and interest rate risk management in the company, tax planning, compliance and advocacy.
From 2007 to 2013, Ms. Cruzabra taught Finance at the De La Salle Graduate School while concurrently holding directorship positions in Altimax Broadcasting Co., Inc. and Bethlehem Holdings, Inc. She also started teaching at the Asian Institute of Management as Adjunct Faculty, a role she holds up to present. Prior to re-joining Ayala Corporation in January 2014, Ms. Cruzabra was Head of Finance at ALC Explo and General Services, Inc. from 2012 to 2013.
Ms. Cruzabra re-joined Ayala Group as Treasurer of the Ayala Corporation, a role she handled with the same excellence up to 2018.
Ms. Cruzabra graduated with a Bachelor of Arts in Economics (Honor Program) degree from the Ateneo de Manila University in 1986. She also completed her Master’s in Business Administration degree from the Asian Institute of Management (AIM) in 1990.

Virgilio C. Rivera, Jr.
Mr. Rivera has been with the Ayala Group for thirty (30) years and has held various appointments with Ayala Corporation. He holds the rank of a Managing Director seconded to Manila Water Company, Inc. as Chief Operating Officer for New Business Operations. In this role, he acquired extensive experience in Public-Private Partnerships (PPPs) in the water industry and successfully managed price reviews during the past 20 years for Manila Water.
He is part of the Senior Leadership Team of Manila Water. Mr. Rivera concurrently serves as the President and Chief Executive Officer of Manila Water Philippine Ventures, Inc. He was also a Founding Member of The Academy of Regulatory Professionals, a community of recognized experts dedicated to the understanding of regulatory issues and practices, the development of new knowledge and the promotion of mutual professional growth organized by the Public Utility Research Center at the University of Florida. He is also an Adjunct Professor at the Global Change Institute (GCI) at the University of Queensland, Australia. GCI is an independent source of innovative research, ideas, policy and advice for addressing the challenges of a rapidly changing world.
Abelardo P. Basilio
Mr. Basilio has been with Manila Water for twenty-two (22) years and has served the Company in various capacities including as Director of Technical Services Group, Group Director of East Zone Business Operations, Group Director for Strategic Asset Management, Group Director for Subsidiary Operations, Data Protection Officer, and Head of Corporate Regulatory Affairs Group.
He is part of the Senior Leadership Team of Manila Water. He is also a member of the Board of Manila Water Philippine Ventures, Inc., Calbayog Water Company, Inc., Clark Water Corporation, Filipinas Water Holdings Corp., Leyte Water Company, Inc., North Luzon Water Company, Inc., Manila Water Asia Pacific Pte Ltd., Manila Water South Asia Holdings Pte. Mr. Basilio joined the Metropolitan Waterworks and Sewerage Systems (MWSS) as a young cadet in 1984 and gained experience in utility operations, hydraulic engineering, water treatment, distribution, and network management. He joined Manila Water when MWSS was privatized in 1997.
Mr. Basilio holds a degree in Civil Engineering from the University of the Philippines under the university scholarship program. He completed various executive programs a Management Development Program at the Asian Institute of Management, Water Network Design and Modelling in Manchester, United Kingdom and SCADA/Telemetry Training in Singapore.

Janine T. Carreon
Janine is an HR leader with strong line management experience in HR, sales and operations. She started her career in recruitment in a manufacturing company and later, moved to training and organization development at Mercury Group of Companies supporting the Mercury Drug stores business unit. She spent 15 years of her career at Avon Cosmetics, Inc. where she handled various roles of increasing responsibilities in learning and development, change management, leadership roles in sales and business operations, and a global assignment in Avon New York, USA.
She joined Ayala-owned Manila Water Company in 2009 where she further honed her HR career, impacting the company’s HR strategy in the areas of talent management, leadership development, strategic staffing, succession management, change management, organizational design, and development and labor relations.
Janine earned her bachelor’s degree in Psychology at the University of the Philippines, Diliman in 1992. She completed her master’s degree in Industrial Relations, major in Human Resource Management from UP School of Labor and Industrial Relations (SOLAIR). She earned her certificate course in Strategic HR Leadership from Cornell University in 2016 and she is a SHRM-SCP certified HR practitioner (http://bcert.me/sapbmrrgt ).
Esmeralda R. Quines
Ms. Quines joined Manila Water Company in 1997 as Major Accounts Unit Manager and headed the 28-employee Key Accounts unit of the company. Since then, she held various leadership roles in the East Zone Operations: Customers Service Support Manager for Pasig and Cubao Business Areas, Area Business Manager for Taguig-Pateros Business Area and Rizal Business Area, and as Business Operations Head, overseeing all the Business Areas.
Ms. Quines graduated from the University of Sto. Tomas with a Bachelor of Science Degree in Industrial Engineering in 1984. She also completed Post-Graduate studies as part of the Management Development Program in AIM, as well as the Emerging Ayala Group Leaders (EAGLE) Program for Ayala Executives.

Liwayway T. Sevalla
Ms. Sevalla has over 30 years IT Experience, spanning several industries such as Telecommunications, Investment Banking, Technology and Offshore IT Shared Services, and Water Utility.
She joined Manila Water in October 2016, responsible for all functions of Information Technology. She is the enterprise Data Protection Officer (DPO) and is a member of the Board of Directors of Laguna AAA Water Corporation, South Luzon Water Corporation and Manila Water Foundation.
Prior to Manila Water, Ms. Sevalla was with Macquarie Investment Bank as Associate Director from 2011 to 2016, where she was responsible for the Delivery of offshore IT functions for the Macquarie Asset Management (MAM) and Corporate Asset Financing (CAF) business units, out of the Manila Offshore Services. She also pioneered the setup of the Philippine Delivery Center of the Hongkong-based PCCW Solutions.
Ms. Sevalla also spent 16 years in the telecommunications industry, having worked in various companies such as Globe Telecom, Inc. where she last held the position of Head of Delivery and Integration, and Bayan Telecommunications as Assistant Vice President (AVP)/ Head of IT Business Applications.
Ms. Sevalla graduated cum laude from the University of the Philippines Visayas with a degree in Bachelor of Science in Business Administration. Ms. Sevalla completed Computer Programming/Systems Design at the National Computer Institute, and Management Development Program at Asian Institute of Management. Ms. Sevalla is a certified Project Management Professional, and Scrum Master.
Maidy Lynne B. Quinto
Ms. Quinto has been with Manila Water for 20 years and has held various appointments lending a wealth of experience in project management, business operations, strategic asset planning and general management. She currently serves as the Group Director for Subsidiary Operations in Manila Water Philippine Ventures.
Ms. Quinto also serves as the President of Bulacan MWPV Development Corp., Bulakan Water Company, Inc., Calbayog Water Company, Inc., Davao del Norte Water Infrastructure Company, Inc., Ecowater MWPV Corp., Filipinas Water Holdings Corp., Metro Ilagan Water Company, Inc., Manila Water Technical Ventures, Inc., MWPV South Luzon Water Corp., North Luzon Water Company, Inc., Obando Water Company, Inc., Tagum Water Company, Inc., and Zamboanga Water Company, Inc. She also serves as a Director of Aqua Centro MWPV Corp., Boracay Island Water Company, Inc., Clark Water Corporation, Laguna AAAWater Corporation, and Manila Water Philippine Ventures, Inc.
She previously held the roles of Group Director for Corporate Project Management, as well as General Manager (GM)/Chief Operating Officer concurrent North Luzon Regional Business Cluster Head for Clark Water Corporation, where she played an important role in the growth of the organization in terms of financials, service coverage and business expansions.
She also held the Strategic Asset Planning Department Head role where she developed Capital Expenditures program strategies to deliver business and regulatory commitment, and Area Business Manager role where she managed the business operations of the business area composed of at least 130,000 water service connections from Marikina City, and San Mateo and Rodriguez in Rizal province.
In 1999, she first joined Manila Water as part of the first batch of the Cadetship Training Program. Her first role was Territory Manager in San Juan-Mandaluyong Business Area and then she became a Senior Territory Manager in year 2001. She also acted as a Project Manager in 2005 before assuming her role as Strategic Asset Planning Department Head in 2008.
Ms. Quinto was also awarded the Manila Water Grand Huwarang Manggagawa Award in 2001. Across the years, she has assumed various roles of increasing responsibilities across the company and has consistently shown excellent performance and dedication in her craft. Among her key contributions include leading the development and implementation of the framework agreements among engineering consortia.
Ms. Quinto holds two university degrees from Mapua Institute of Technology, Manila. She completed a graduate-level Bachelor of Science degree in Civil Engineering in 1998. And in 2004, she completed the Bachelor of Science degree in Environmental and Sanitary Engineering. She is a licensed Civil Engineer and Sanitary Engineer.

Arnold Jether A. Mortera
Mr. Mortera is one of Manila Water’s seasoned talents with deep technical expertise in all aspects of Operations from headworks, network management, production planning, treatment and distribution. Mr. Mortera has a wealth of experience in the operations and maintenance of water systems, non-revenue water management, business development, project management, asset management, and business continuity planning. He started his career with the MWSS in 1983 as a Junior Engineer, specifically tasked to manage the reduction of non-revenue water and various operational roles in water facilities.
When MWSS was privatized in 1997, Mr. Mortera joined Manila Water as a Senior Engineer for Network Services. He became the Division Manager for Operations Management (Local and International) in 2009-2011, heading the Operation of Water Supply and Wastewater Departments. He was responsible for the success of the Non-Revenue Water Reduction Performance-based contract with SAWACO in Ho Chi Minch City, Vietnam. He also served as consultant for strategic planning and development of the master plan for Boracay Water and Laguna Water. Mr. Mortera was also part of Manila Water’s international and local new business development initiatives as Chief Technical Officer from 2011-2015. He later became the New Business Development Head from 2015-2017 and Regional Business Cluster Head. In 2018, he led the Used Water Operations as its Division Head.
He was appointed as Acting Group Director for Operations in April 2019 and was confirmed as such in January 2020. He is responsible for ensuring the continuity and reliability of water and used water services, including water source management, treatment, and efficient distribution to customers in the East Zone. He also serves as a director of Manila Water Philippine Ventures, Inc.
Mr. Mortera earned his degree in Civil Engineering from the Mapua Institute of Technology. He has completed academic units for his Master’s in Management at the Philippine Christian University Manila. He also completed the Management Development Program at the Asian Institute of Management.
Robert Michael N. Baffrey
Mr. Baffrey has over 20 years of experience in General Management, Business Development, Product Innovation, Used Water Operations and Civil Design and Modeling. As the Group Director of Corporate Project Management of Manila Water in head office, he oversees the following departments: Project Management Office, Construction Management Department, Project Stakeholder Engagement Department, Project Management Department, Engineering Department, Quality Assurance Department, and Safety Solution Department.
Early in his career with Manila Water, he worked as a Project Manager where he had the opportunity to execute Capital Expenditure (CAPEX) projects for the company. He was the Project Manager for some of the used water projects such as Olandes, Poblacion, East Avenue, and Capitolyo Sewage Treatment Plants and Networks. All together, these have a combined capacity of 41 million liters per day, projected to benefit 15,000 households in the cities of Marikina, Makati, Quezon and Pasig.
After his stint as Project Manager, Mr. Baffrey led the Used Water Department where he oversaw the operations of 32 used water treatment plants, including compliance to discharge standards and continuous improvement. He likewise ensured that Manila Water is at par with global standards on used water operations and technology. He also led innovations initiatives when he was assigned to Manila Water Total Solutions.
Prior to his appointment as Group Director for Corporate Project Management, he was assigned as Acting Group Director for Subsidiary Operations in April 2019 concurrent to his role as General Manager for Clark Water Corporation and Regional Business Development Head for North Luzon.
Before he joined Manila Water, Mr. Baffrey worked as a Civil Engineer at CRW Engineering Group, LLC in Anchorage, Alaska, U.S.A. He was a Design Engineer and Inspector for general civil projects and provided technical support for various water, wastewater, roadway, trail, and drainage improvement projects. He also developed sanitation facility master plans, feasibility studies, and business plans for rural communities in Alaska.
Mr. Baffrey graduated with a Master’s degree in Environmental Engineering from the Massachusetts Institute of Technology and a Bachelor’s Degree in Civil Engineering from the University of the Philippines. He is also a member of the International Water Association and the American Water Works Association.

Evangeline M. Clemente
Ms. Clemente was a member of the pioneer batch of the Company’s Cadetship Program. She has over 20 years of significant experience in the areas of master planning, program, management, project and business development, operations, technical services, innovations and organizational transformation. She has a solid track record of successful management with a reputation for delivering objectives and targets by providing strategic directions from diverse perspectives through positive leadership.
Ms. Clemente served as the Officer-in-Charge (OIC) of Manila Water Total Solutions, Corp., where she helped build new growth pipelines for its future core business. She also served as Head of Product Innovation and Development prior to her appointment as OIC. She was also tasked to lead the Productivity and Growth Team which conceptualized and implemented projects geared towards the development of a new operating model for Manila Water Operations. She served as Head of the Technical Services Division from 2013 until 2016, and managed the operations, optimization and solutioning spanning energy utilization and contracting, system monitoring and analytics, laboratory services and innovations for all operational water and wastewater facilities. During her stint as Head of Laboratory Services, she increased operating efficiency, profit, and also launched water quality forensics, water quality database and incident management for proactive responses on water quality from dams to plants to distribution systems including byproducts disposal. She also served as Program Manager from 2008 to 2011, where she developed and managed the implementation of about US$120 million worth of wastewater projects under the World Bank-funded Manila Third Sewerage Project (MTSP).
Ms. Clemente is a licensed chemist. She earned her degree in Chemistry from the University of the Philippines. She is also a Lean Six Sigma and PMBOK (Project Management Body of Knowledge) practitioner, and a certified PCAB AMO (Philippine Contractors Accreditation Board; Authorized Managing Officer).
