ADVISORY: Meter Reading & Billing Post-ECQ/MECQ
With the National Capital Region transitioning into Modified Enhanced Community Quarantine (MECQ) and eventually to General Community Quarantine (GCQ), Manila Water has resumed actual meter reading last May 16, 2020.
As such, we are now able to make the necessary adjustments, where applicable, to any over- or under-billing made during the months of ECQ when consumption was averaged based on the last three months prior to the ECQ.
Manila Water has resumed actual meter reading activities on May 16, 2020.
This June, Manila Water customers will receive a Statement of Account (SOA) that indicates actual billing and consumption from when the water meter was last read prior to ECQ (between Feb 16 - Mar 15, 2020) up to the time the meter was read again after ECQ (between May 16 - Jun 2020).
The actual consumption for the period covered by ECQ will be divided into three (3) months.
Manila Water will review and make the necessary adjustments, where applicable, to any over- or under-billing made during the months of ECQ when consumption was still averaged based on the last three months prior to the ECQ. Any payments made during the ECQ will also be considered in the SOA.
Your water bill may reflect higher than normal consumption for the following reasons: the ECQ was during summer season when customers normally use more water for bathing and washing, as well as frequent disinfection activities in relation to COVID-19 prevention.
Understanding Your Post-ECQ Water Bill
Statement of Account (SOA)
In June 2020, Manila Water will be issuing a Statement of Account (SOA) that reflects the following:
Total Actual Consumption (Feb-May or Mar-Jun) – This is the total volume of water, in cubic meters, consumed from the time your meter was last read (either February or March 2020) up to May or June 2020, represented by the difference between these two readings.
- Monthly Consumption in Cubic Meter – This is the Total Actual Consumption broken down into three months. These numbers are already corrected from previous averaged consumption.
- Bill Amount – These are the corresponding amounts to be paid based on monthly consumption. These may vary from the billings received during ECQ through bill inquiry channels as the latter were based on averaged consumption. Please refer to the amount reflected in the SOA for actual billings.
- Current Charges – This represents the bill for your consumption for either May or June 2020 depending on when your meter reading cycle.
- Previous Unpaid Amount (PUA) – This reflects the sum of past billings that have remained unpaid less adjustments. Any payments made during the ECQ is already considered here.
- Total Amount Due – This is the sum of the Current Charges and PUA. Any payments made during ECQ is already considered here.
- Payment History – This part lists the payments made, if any, during the past three months.
- Table A – This shows the monthly bill before and after adjustment.
Note: For areas still under ECQ, June 2020 billing will still be based on the average of the past three months’ consumption prior to ECQ.
Frequently Asked Questions (FAQ)
Why is my SOA exceptionally high?
Your bill may be higher than normal due to any of the following reason/s:
- The summer season has set in while we were on ECQ, and historically, water
consumption usually increases during these very hot months.
- The SOA already reflects actual consumption during these summer months, which is expectedly higher than the usual consumption during the cooler months of December to February, which were the basis of the averaged billing during ECQ.
- All family members were quarantined at home. As such, there are more people consuming water compared to when most part of the day was spent at work or in school. Frequent handwashing and sanitizing to avoid contacting COVID-19 may also have increased consumption.
- There may have been previously unpaid bills that are reflected in the SOA.
Why is my SOA exceptionally low?
Your bill may be lower than normal due to any of the following reason/s:
The family, or members of the family, were elsewhere during ECQ.
- Business was closed, not operational or at greatly reduced operations during ECQ.
How do I pay for my water bill?
The welfare of our customers is our primary concern as we all work together to prevent the spread of COVID-19.
Due to the quarantine, we recommend that you utilize online or mobile payment channels when settling your water bill for your safety. While there are still operational over-the-counter payment centers, some branches may be affected due to local quarantine guidelines.
