Manila Water customers participate in major public consultation on the 4th Rate Rebasing

The Metropolitan Waterworks and Sewerage System Regulatory Office (MWSS RO) recently organized a public forum to provide a summary of the results of their review of Manila Water’s business plan submitted last year. 

Together with their review consultants, Test Consultants, Inc. (TCI) and Constantino Guadalquiver and Co. (CGC), the MWSS RO cited some of the projects that they considered in determining the rate adjustment they will recommend for approval by the MWSS Board of Trustees. These projects include the development of new water source, seismic retrofitting of facilities, construction of additional aqueducts to La Mesa Reservoir, and numerous sewerage system developments across the East Zone MWSS Concession. 

Engr. Rolando Roca, a water and wastewater engineer representing TCI, oriented those who were present as to how the corresponding rates are determined vis-á-vis past expenditures, future projects and rate of return due to Manila Water as prescribed by the Concession Agreement. Chief Regulator Atty. Patrick Lester Ty then announced the indicative rate adjustment on water tariff for Manila Water customers, which see an increase of between Php 6.26 to Php 6.55 spread over the next five years. Atty. Ty likewise showed the possible impact to customers as may be seen in the customers’ billing statement. The MWSS RO is looking at a possible implementation by October this year.
 
Manila Water’s staunch partners (“Kasangga”) made sure their voices were heard during the proceedings by sharing how Manila Water has helped transform lives in the East Zone communities with the provision of excellent water service. They also shared how they look forward to enjoying the same level of service they have been used to, as well as experiencing the benefits of the expanding used water services.

The public forum, which was held at the Cainta Elementary School auditorium, was attended by more than 400 Manila Water customers from platform cities and expansion areas of Rizal, members of non-government organizations (NGOs) and the media.
